On January 6, 2012, the United States government expelled Venezuela’s consul in Miami, which triggered the response by President Hugo Chavez to suspend the consulate’s operation. With Venezuela's presidential elections approaching on October 7 and the Miami consulate still closed, Emily Bello-Pardo, a university student, organized a campaign to bus about 5,000 Venezuelans to the nearest consulate in New Orleans, where they cast their ballots.
