This article is about the ambitions of some Scottish territories to claim their own autonomy in case of a "Yes" vote in the Scottish independence referendum. The Islands Council, which speaks on behalf of the Outer Hebrides, Orkney and Shetland Islands, is afraid such a vote will only transfer powers from London to Edinburgh without devoting them to local authorities.
