A documentary of an oral history the locals of Calayan tell of the American trained Filipino scientist Oliver Carlos who "discovered" a new bird species on their remote island. Giving subjects full authority over the narrative, it traces the nuances of the indigent people's collective mythmaking of the man and his importing a foreign body of scientific policies and domestic land use regulations.
